I live way down South-East, on the coast. We don't get to see these around here. I think -with no garanty at all, you know - that it is about the project of a regional park in Drôme or Vaucluse or somewhere around there in the Alps foothills. I googled "projet de parc naturel régional" and stumbled on a planned "parc des Baronnies". Might be it... Sorry not to be more helpful.
